The West Sound Watersheds Council acts as the oversight group for salmon recovery activities in this lead entity. This lead entity includes that part of WRIA 15 not in the Hood Canal watershed that extends from Foulweather Bluff on the northern Kitsap Peninsula to Anderson Island in South Puget Sound. The area includes portions of Kitsap, Pierce and Mason Counties, and the Cities of Bainbridge Island, Bremerton, Gig Harbor, Port Orchard and Poulsbo.
The primary Indian Tribes with usual and accustomed fishing areas are the Suquamish and Squaxin Island Tribes.
