DESCRIPTION
Provide a setback levee on the left bank of the Puyallup River near RM 9.6. Remove approximately 4,456 linear feet of existing levee located along the left bank of the Puyallup River between RM 9.6 and RM 10.5. A new armored levee of approximately 4,346 linear feet would be constructed and set back from the Puyallup River to the south, encompassing an area of approximately 1,849,113 square feet (42.4 acres). This levee setback would improve connectivity of the White River to side channels at the site. This particular site has been identified by the Salmon Habitat Protection and Restoration Strategy for WRIA 10/12 at site number 4 of the 32 identified. This project ranked 19th out of the twenty proposed setback levees on the Puyallup River in the study. The City’s of Puyallup and Sumner are in the same financial situation as many of the other municipalities right now and due to that fact we do not have the funds at this point to support moving the project forward but instead we are working with the property owner and can provide permitting assistance for the project. Benefit to Salmon
The Golf Course Oxbow Levee Setback will reconnect a large area of floodplain to the main river. Once reconnected, natural riverine processes will be restored creating side channel and off-channel habitat. Reconnecting the floodplain to the river is critical salmon recovery on the Puyallup River. Average abundance has been reduced from historic numbers of 15,600 Chinook on the Lower White to only 200 Chinook. In addition, only 1.3 Chinook return for each spawner. This productivity rate needs to be drastically increased to return Chinook abundance to historic levels.

Certainty of Success
All of the property that is identified for the setback is owned by the Linden Golf Course LLC whose representative has expressed interest in allowing for this project to move forward and permitting for a Capital Improvement Project is relatively simplified compared to private development. The project must be somewhat feasible or it would not have been identified by the Salmon Habitat Protection and Restoration Strategy.

GOAL
This project will provide feasibility and provide a preliminary project design (30%) for the future construction of a setback levee at the Golf Course Oxbow. This site was identified in Pierce County’s Levee Setback Feasibility Analysis and was ranked as the nineteenth most feasible site on the Puyallup River. The City will complete an infrastructure analysis (existing golf course, trail, etc.), review the project for consistency with other planning documents, examine vegetation restoration, evaluate landowner willingness to cooperate, and develop a preliminary project design with a preliminary cost estimate. This project could also be used to increase public awareness regarding setback levees and salmon recovery.
