DESCRIPTION
Canyon Creek in the North Fork Nooksack River, Whatcom County, is a major early Chinook tributary identified for priority actions (access, habitat diversity and complexity) in the WRIA 1 Salmonid Recovery Plan (2005). Restoration efforts in the lower mile began in earnest in 2004 when Whatcom County and Whatcom Land Trust acquired a small resort and multiple parcels subject to repetitive flood damages. Acquisition of these 31 parcels created the oppoortunity to restore habitat functions degraded by debris-laden floods in 1989 and 1990 and by the flood levee built in 1994 to protect the Glacier Springs community, the resort, and SR 542. In addition to the acquisitions, a 525' section of levee that severely constricted the channel and limited habitat recovery was removed and a bedrock partial barrier to fish passage was modified in 2009. Acquisition of a key parcel in early 2012 now allows a full levee setback as designed under RCO 10-1340. Construction costs for critical elements of that design are not fully covered by RCO 10-1481 but can be implemented when local flood funds and this grant are committed. This grant will fund materials and installation for 7 engineered log jams that will improve instream habitat diversity and complexity (increase # pools, complex cover, gravel sorting/retention for spawning) increase instream and floodplain hydraulic diversity, and retain riparian forest. 60 percent designs are in-hand, permits are in preparation, and construction is scheduled for 2013.
